Chetona Buraburi Durgapur Somaj Unnayon Songstha (Chetona)
has been established on January 01, 2007 by a group of dedicated social workers having a glorious background of performing a lot of voluntary activities in the society of Ulipur region led by Md. Abdul Motin Sarker, an honest, sincere, punctual and hard working young man who has been nominated as the General Secretary of the organization. Since the commencement of the organization, it has been introducing some important projects which are most applicable for the development of the grass-root poor people and implementing these ones with praiseworthy and fruitful achievements as per the opinions of the stakeholders and the local people.
Through the dedication and relentless efforts, Chetona has been familiar as the symbol of hope and expectation of the poor and ultra poor communities of the localities of Ulipur Upazilla under Kurigram District.
Before the commencement of the organization, the founders started to encourage the women of the locality to earn and save money in respect of different manners. These were-
i. Saving coins in earthen banks or bamboo poles.
ii. Poultry, ducks, goats and cows rearing.
iii. Leaves and vegetables cultivation in the kitchen gardens.
iv. Tree plantation and many others.
As the people of the locality are much poor and backward, the founders’ team were to involve themselves with all types of socio-economic activities of the locality by applying their knowledge, experience and personal skills what they had earned in different organizations previously besides their giving instructions for saving and health care to the poor people. Their socio-economic activities were as follows-
i. Prevention of child-marriage and dowry
ii. Participations in all social celebrations.
iii. Accomplishment of the national memorable days
iv. Encouragement in education of the students etc.
At last they decided to establish an organization through which they could be capable of solving the problems that would exist in the society. In respect of this idea, they organized some other people and opened a voluntary organization named Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) on January 01, 2007.
Women in Bangladesh bear a disproportionately large share of country’s poverty. Most of the indicators of the status and progress in human development point to unacceptably high levels of deprivation among women. Gender inequalities in access to resources and opportunities violate the very concept of human development and essence of democracy. Discrimination against rural women is much more acute. Illiteracy, polygamy, early marriage, frequent divorce, wife beating, dowry, abandoned wife, separation with dependent children without maintenance and attention, attack on women’s chastity, malnutrition, illness, hunger, injustices, widowhood, migration to urban areas are the salient features of women’s sufferings.
Keeping the above in the fore, Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) wants to implement gender and development program for women’s equity, leadership and empowerment and over all human rights with a view to creating a civil and democratic society.
3. Vision of the Organization:
Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) intends to implement its policy of overall development of the helpless, poor and ultra-poor people of the grass-root level, specially, of the distressed, under-privileged, disengaged and vulnerable women through creating an acute awareness of women’s equity, leadership and empowerment, health, education, living style, income generating activities and all fundamental rights with a view to institutionalizing a civil and democratic society.
4. Mission of the Organization:
To establish the poor and vulnerable people, specially, the women and children in the society through making them aware, capable, self-reliant, and self-initiators through capacity building, capital formation, mobilization of local resources and its proper utilization and imparting felt-need based problems and their solutions involving necessary skilled, trained, experienced and qualified personnel.
5. Goals and Objectives of the Organization:
Ensuring socio-economic development in all respects of the rural people through uprooting and eradication their poverty as well as the backwardness and wants of all living facilities is the first and the foremost goal of Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona). The overall goal of the organization is to improve living standard of the rural poor people. Besides, it aims at the following objectives-
- To introduce income generation activities with a view to alleviating poverty of the landless and asset-less people.
- Cattle rearing and fattening.
- Poultry farming.
- Sanitation program for hygienic environment of the community.
- Motivation work for birth control and to supply contraceptives among the community people.
- To provide the people affected by natural disasters or accidents or financial devastations with adequate supports and to rehabilitate them properly.
- To support the distressed and vulnerable poor people with legal aid especially on the cases of dowry, divorce, polygamy and legal rights etc.
- To take initiatives for pre-primary and non-formal education for the children of the distressed families and to upgrade the quality of education of them who already have admitted in the formal schools with a view to establishing them all in the society through technical training and motivation work additionally.
- Motivation work among the farmers for agricultural extension and to give them proper support and services.
- To perform the national and international days with proper respects.
- Mass awareness building against social corruptions and crimes.
- To encourage poor people for capital formation through saving.
- To facilitate education and human resource development.
- To enhance local resource mobilization for local development.
6. Target Groups:
Under-privileged, distressed, disengaged and vulnerable people at grassroots level primarily constitute the target group. But in some programs and projects Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) will follow community approach as its implementation strategy where the whole community is involved in the program irrespective of gender. In the programs of handicrafts making, tailoring, sewing, embroidery, income generation and skill development training etc. Chetona will lay emphasis on rural women who everywhere are still the objects of discrimination, abuse and violence.
7. Focus on Gender Issues:
It is the burning question of the day that women are tortured everywhere in various manners. They are deprived of all opportunities to lead their lives soundly. They are treated as commodities. Acid throw, rape, killing, suicide, kidnapping, dowry, divorce, child-marriage, beating, polygamy, separation with dependent children without maintenance and attention, attack on women’ s chastity, malnutrition, migration to urban areas, injustices, widowhood, teasing and many others are the common phenomena of our society. These are happened due to ignorance, fundamentalist attitude, poverty, superstitions, traditional mentality about living style, illiteracy etc. Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) will possess some activities regarding the gender issues. These are as follows-
- Response to the immunization program with GO.
- Health care of the distressed women, pregnant mothers and their children.
- Motivation program on personal and familial cleanliness, sanitation and hygiene in personal and familial life.
- Training on reproductive health.
- Awareness building against HIV/AIDS.
- Women’s leadership growing.
- Establishment of female equity and equal rights.
- Elimination of sub-ordinate position of the female community.
- Co-operation with female empowerment growing.
- Poverty alleviation of the poor women through self-employment and income generating activities.
- Rehabilitation of the disaster affected women and children.
- Institutionalization of the gender policy among the people inside and outside the organization.
- Celebration of the International Women’s Day.
- To develop women’s disability.
- Awareness building on gender needs and roles.
- Sharing with the national response to MDG 3 and MDG 5.
8. Management and Decision Making Structure of the Organization:
a) Advisory Committee (AC):
The Advisory Committee is composed of 7 members that are appointed by the Executive Committee. In the Advisory Committee, there is one Convener while the other six persons are the members.
b) The General Committee (G.C) :
The General Committee consists of 21 members and elects the Executive Committee (E.C) for the period of 2 years. General Committee meets twice a year. Emergency meeting can also be held if necessary.
The powers and activities of the General Committee are as follows-
F To approve the annual income and expenditure account of the Organization
submitted by the Executive Committee.
F To elect the members of the Executive Committee.
F To approve the future plans and budgets of the organization.
F To amend and rectify any clause or sub-clause of the constitution if necessary.
F To appoint, suspend and terminate any salaried employee if necessary.
F To take the final decision of any appeal placed by any member of the
Executive Committee.
F To fill up a vacant position of the Executive Committee member by
appointing a Co-operator if it vacates before completion of the duration of
Executive Committee.
F To constitute the Election Commission and approve the voters’ final list.
c) Executive Committee (E.C) :
The Executive Committee (E.C) consists of 7 members. It is elected by the Members of the General Committee. It includes the following members-

The powers and activities of the E.C. are given below-
F To represent the organization and to execute the activities according to the
decision taken by the General Committee.
F To maintain all the records and assets of the organization.
F To appoint, suspend and terminate any salaried employee as per the approval
of the General Committee.
F To cancel any one’s membership as per the approval of the G.C for doing
any thing subversive to the organization or of discipline.
9. Strategic Plan of the Organization:
The strategic plan of Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) is shortly given as follows-
¨ Beneficiaries selection:
The primary data are collected after surveying the proposed working area thoroughly on socio-agro-economic basis to find out the real beneficiaries. Then intensive communication as well as motivation work is done among the beneficiaries to organize them with a view to forming groups.
¨ Orientation course:
The advantages and benefits of group formation are discussed among the people in the orientation meeting to make them more enthusiastic, active and effective and then the groups are formed with the advanced and true ones.
¨ Group formation:
Some particular rules and regulations of the organization are maintained to form groups.
¨ The basic training course:
In this course, the group leaders are trained regarding awareness building, efficiency growth, human virtues development, social analysis and group formation techniques etc.
¨ Co-ordination committee formation:
The group formation policies are followed to form Co-ordination Committee and to direct it so that the groups can be well united and more effective.
¨ Co-ordination meeting:
The co-ordination meetings of the respective responsible workers of different stages from bottom to top are monthly held for joint-decision-making to find out the solves of various problems of the beneficiary groups.
¨ Workshop:
Two workshops are held a year with the representatives of different helping groups of the organizations to make its effective progress by analyzing various aspects of the organization.
¨ Project implementation policy:
It is tried to take the accurate decision on basis of the joint participation of all the concerned persons including the beneficiaries for the proper implementation of the project.
In case of plan making the “Bottom-Up” method is adopted.
The implementation work is accelerated under the jurisdiction of the existing management framework and the capacity of the organization.
¨ Mass Cultural Activities:
Cultural program is one of the most effective techniques to grow thinking through which consciousness regarding health, education, patriotism, sanitation and hygiene, nutrition, women’s equity, leadership and empowerment, human rights etc. can be created. The cultural function is usually performed on subject basis to motivate the people. Drama, songs and poems reciting etc. are the components of the cultural activities.
10. Monitoring and Evaluation Methods of the Organization:
Chetona Buraburi Durapur Somaj Unnayon Songstha (Chetona) has an independent monitoring and evaluation cell that works without being biased.
After application of various policies, techniques, workers’ knowledge and experience in the project activities strong communication work is done. During accomplishing the project activities and after its completion, the necessary information is collected most independently by using various tools such as questionnaires, schedules and formats etc. Through an intensive monitoring from the different stages from the grassroots level to the top of the implementation field of the project and discussed and analyzed thoroughly in the evaluation meting whether the objectives are satisfactorily achieved within the timeframe as designed in the project and then the recommendations for future action plan on short term, mid term or long term basis are taken.
If the donor organization possesses any specific instruction regarding the monitoring and evaluation process of the respective project, the above policy can be changed and the instruction will be followed to the point.

General Fund: The Sources of fund formation, uses and accounts keeping of the general fund (GF) are given below-
Sources:
- Monthly subscriptions of the members.
- Project based income.
- Service charges taken from the group members through income generating activities, training program and others.
- Contributions/financial aid/ assistance taken from different Govt. non- govt. organizations, local elites and others.
Uses:
a) Office management (furniture, file and documents maintenance etc.)
b) Conveyance, meeting, guest entertainment etc.
c) Training, seminar, conference, etc.
d) Disaster approaches on emergency basis.
e) Workers’ honorariums.
f) Organizational development.
g) Project fund formation.
h) Miscellaneous.
Accounts Keeping:
According to the constitutional rules and regulations of the organization accounts keeping is maintained as follows-
a) Money is deposited in Janata Bank, Durgapur Branch, Ulipur, Kurigram.
b) Bank account is operated jointly by the President and the General Secretary of the organization.
c) Credit vouchers, requisition sleeps and debit vouchers are properly maintained in a cash book as well as a ledger book.
2) Project Fund (PF) :

Sources:
a) Assistance/ financial aid of different Govt. organizations.
b) Assistance/ donations of different non- govt. donor agencies.
c) A required portion of the general fund (G.F)
Uses:
Fund is used for respective project implementation in accordance with the organizational own constitutional rules and regulations of “Chetona” if the donor organizations have no other instruction/ order.

e) Operation methodology : Beneficiaries are first trained on goat and sheep rearing and fattening. Then the most vulnerable and disadvantaged beneficiaries are selected to be provided with goats and sheep for rearing and fattening. They purchase goats and sheep with a minimum affordable price on credit. They have to repay they price on 46 installment a year basis. Monitoring and close supervision are done by the field workers.
f) Achievement : 711 beneficiaries have been provided the with goats and sheep. The rest beneficiaries will be provided with the same by December of this year.
B. Sanitation and Hygiene:
a) Amount of fund : Seven Lac BDT.
b) Source of fund : Prime Medical College, Rangpur.

e) Operation methodology : Beneficiaries are first trained on sanitation and hygiene. Then sanitary materials are distributed among the beneficiaries with a minimum affordable price on credit. The repayment system is on 4 installment per two months. Monitoring and close supervision are done by the field workers.
f) Achievement : 616 beneficiaries have been provided the with sanitary materials and it is expected that the rest beneficiaries will be provided with the same within December of this year.
C. Forestation:
a) Amount of fund : Three Lac BDT.
b) Source of fund : Organizational own.
c) Number of beneficiaries : 300 persons
d) Area coverage : Seven kilometers
e) Operation methodology : All the beneficiaries have been first trained by the organizational hired experts on forestation. Then 4000 tree plants have been planted along the road sides. The beneficiaries have also been instructed to look after the planted trees.
f) Achievement : The planted trees are being smoothly grown and proper care are being taken.
D. Cow rearing and fattening-
a) Amount of fund : Fifteen Lac BDT.
b) Source of fund : Organizational own is Seven Lac BDT and the rest of Professor Dr. Md. Akkas Ali Sarker, Executive Director, Prime Medical College & Hospital, Rangpur.
c) Number of beneficiaries : 450 persons

Then the most vulnerable and disadvantaged beneficiaries are selected to be provided with cows for rearing and fattening. They purchase cows with a minimum affordable price on credit. They have to repay they price on 46 installment a year basis. Monitoring and close supervision are done by the field workers.
f) Achievement : 150 beneficiaries have been provided the with cows. The rest beneficiaries will be provided with the same by December of this year.
E. Health:

e) Operation methodology : Free prescriptions for the common diseases are provided to the patients. For emergency and complicated diseases, patients are referred to Prime Medical College Hospital, Rangpur.

e) Operation methodology : The beneficiaries are first trained by the organizational hired experts on different income generating activities such as handicrafts of wood, earth, rattan, bamboo, cloth and jute, poultry and small businesses and the like. Then they are provided with small credit. The repayment system of loan is 46 installments a year basis.
f) Achievement : 225 beneficiaries have been provided the with small loans by this time and it is expected that the rest will be provided within December of this year.
G. Disaster Management:
a) Amount of fund : Twenty-Two Lac BDT.
b) Source of fund : Mr. Md. Moshiur Rahman Ranga, The Honorable State Minister, Ministry of Local Government and Rural Development, Government of the People’s Republic of Bangladesh.
c) Number of beneficiaries : 1022 persons

e) Operation methodology : The people of the disaster specially flood prone areas are informed of the day to day weather situation by the field workers of the organization. During the occurrence of disasters the vulnerable people are provided with water purification tablets, oral saline, medicines for diarrhea and cholera, materials of shelters, clothes and food.
f) Achievement : 1022 people of different flood affected areas under Ulipur Upazilla, Kurigram District were benefited under this project.
16. Conclusion:
The subject matters, various aspects and activities of the organization have been furnished in the profile in a nut shell instead of details. But yet, it has been tried best to focus the organization in it.
